A bipartisan think tank takes controversial positions involving military personnel in a new report about national security strategy. To deal with recruiting and retention problems, the Center for National Policy recommends lifting the military’s ban on open service by gays, barring the services from using stop-loss orders to keep people on active duty beyond their separation dates, and requiring every American youth to serve the nation in mandatory national service — with military duties as one option....President-elect Barack Obama spoke during the election campaign of a voluntary national service program, something quite different than the mandatory concept recommended in the report. But Obama said last summer than he thought national service could end up leading some people to serve in the military.

With the economy the way it is right now, some military personnel would rather re-enlist than face a dismal job market. But for some, re-enlisting may not be an option. Because of the struggling U.S. economy, it appears more military personnel are doing whatever they can to stay enlisted and avoid a tough job market, even as Uncle Sam tries to thin his ranks. Rear Admiral Holloway says the Navy is not using an ax, but rather a scalpel to shape its future with a Force Stabilization Policy. The Navy says they want to become a so-called Top 50 employer, and will strive to retain the best Sailors and will maintain a balanced force in terms of seniority, skills and experience.
aNNa'S NoTe: And there are SO many jobs to be had in the civilian world, right? Because face it, everybody's paring down the workforce. Even Uncle Sam. Oh, wait, not the US Treasury...

Citigroup's chief economist is being tapped for a job at the short-staffed Treasury Department, which is at the center of the Obama administration's efforts to battle the financial crisis. Lewis Alexander will become a counselor to Treasury Secretary Timothy Geithner, according to a government official who spoke on condition of anonymity because a formal announcement has not been made. Alexander will work on domestic finance matters, the official said.

The FBI said on Monday it had launched one of the largest hiring blitzes in its 100-year history involving 2,100 professional staff vacancies and 850 special agents aimed at filling its most critical vacancies. The agency, which seeks to protect the United States from terrorist attack, fight crime and catch spies, among other duties, said it currently has more than 12,800 agents and about 18,400 other employees. "We're ...looking for professionals in a wide variety of fields who have a deep desire to help protect our nation from terrorists, spies, and others who wish us harm," Raucci said.

More babies were born in the United States in 2007 than any year in the nation's history, topping the peak during the baby boom 50 years earlier, federal researchers reported Wednesday.
However, the teen birth rate was up for the second year in a row. The birth rate rose slightly for women of all ages, and births to unwed mothers reached an all-time high of about 40 percent, continuing a trend begun years ago. More than three-quarters of these women were 20 or older.

President-elect Barack Obama plans to offer states $7 billion as incentive to permanently change their unemployment-insurance laws to cover part-time workers and prevent other laid-off workers from falling through cracks in the coverage. But the proposal, along with others to subsidize health insurance for the laid-off and expand Medicaid to out-of-work Americans, are sparking bipartisan concern over the potential, long-term impact on a federal budget deficit that is expected to hit $1 trillion this year, even before the stimulus plan.

...Going out of its way in order not to disclose documents related to the give-away of $2 trillion, the Fed rejected a Freedom of Information Act request by information provider Bloomberg that requested information about the recipients of this sizable addition to taxpayers' burden. Bloomberg filed suit Nov. 7 under the U.S. Freedom of Information Act requesting details about the terms of 11 Fed lending programs, most created during the deepest financial crisis since the Great Depression. The Fed responded Dec. 8, saying it’s allowed to withhold internal memos as well as information about trade secrets and commercial information. The institution confirmed that a records search found 231 pages of documents pertaining to some of the requests.
